WASHINGTON (CNN) — Nearly seven years after their defeat by U.S. forces, the Taliban have regrouped and have formed a “resilient insurgency,” according a new Pentagon report on security in Afghanistan.

“The Report Toward Security and Stability in Afghanistan,” the first-ever progress report to Congress, says that while there has been some progress in battling the Taliban, setbacks are expected.

While NATO and Afghan force operations kept the insurgency down in 2007 by killing or capturing key leaders and clearing out Taliban safe havens, the report predicted the Taliban would be back in 2008. “The Taliban is likely to maintain or even increase the scope and pace of its terrorist attacks and bombings in 2008,” the report said.

The report looks at the progress through April, before the rise in violence seen over recent weeks.

    This is the time where our forces can either plan strongholds or plan harsh counterattacks. Hard to do when everyone looks the same, but i would expect our guys to let patrols be ambushed so mr. taliban can be confident and come out more in numbers and then our main forces can come in suprise for the overwelming kill. Our boys have to stay on the aggresor and not let him breathe when he shows himself. Take the fight to the fight! Very proud of those boys overthere.
