Try to set up a reward system. I know is sounds silly but hear me out.
Everyday that he doesnt smoke, put the money he would have spent into a jar. Keep doing this and at the end of one month treat yourself with that money....dinner and a movie...or save for a vacation. On a piece of Masking tape, write the vacation destination and stick it on the jar....have a super romantic vacation !!!

My husband smokes

I have a husband that had a stroke 10 years ago now. At the time he had quite smoking for 10 years but ayear after the stroke he started to smoke once more and has been smoking now for about 9 years. He cut down to about 6 smokes per day but now that he is out in the shop more he is smoking double that amount now. He doesn't smoke in the house. I want him to cut down to 6 but I don't know what to do. He doesn't like that he is smoking more either. I dont know what to do about this.

You can encourage him, but the ultimate decision must be his. LoveLaysWithin has a great idea for motivating him.
He quit once before, so he can do it again. Also, he doesn't like smoking so that is a huge step in the right direction. Have him look over http://wholistiquit.com and http://whyquit.com for information on nicotine addiction and quitting smoking.
