I have a milk allergy and soy allergy...very hard to find chocolate that doesn't contain some form of milk product :(
Have you tried health food store or an organic market? I found chocolate chips in an organic store before. They are a bit high in price, but worth it occasionally.

Theres probably some chocolate with "butterfat" which would have traces of milk if your not overly sensitive.

P.S. I order a ton of bags of the chocolate chips and then have them in the refrigerator for whenever I need them. Then I only pay shipping once. My 2 1/2, who has the allergies to peanuts, tree nuts, eggs and dairy loves them. They are mini chips and he likes to sometimes eat them one by one.
