If you activly manipulate the questions so you can give partial answers that are true but you know that they twist the truth, then yes, that is lying.
If others push questions on you that you don't want to answer, so you give partial answers to protect yourself from unwanted questions, then, well, yes it may still be lying. But in the former shame on you, and in the latter shame on them. Sorry, yout gotta give usmore info for us to make realistic replies.
