i think if she is not there for you then the friendship does not serve any purpose and is al most over.
Before you decide to end it try to do something selflessly for her and see how she reacts. i think that will give u some clue about what is going on in your friendship. does she feel that u dont give enough in the friendship or u are too needy or maybe that you don't have things in common anymore. hope this helps.

I think you should write her off and that's what I'm doing with a gf who always stands me up and returns my phone call/invitations weeks later. Life is too short to receive the run around. Move on!
