what is the best way to start lowering my narcotic dosage to maybe get off them at some point? i take mscontin 200mg. tabs.-3x daily and oxycodone 15mg. up to 4x daily.

I think you better talk to your doctor before trying to lower dosage.

Ask your doctor for a tapering schedual. They are happy to help, and it's safer that way. You don't want to do it without being monitored.
